Dr. Herman Franssen - Senior Fellow, Center for Strategic and International Studies (CSIS)
Dr. Franssen has a PhD in International Economics. His early career experience in energy policy making and implementation in the US culminated in an appointment as Director of the Office of International Market Analysis of the US Department of Energy. This was followed by five years as Chief Economist of the International Energy Agency (IEA) in Paris and ten years as the Senior Economic Advisor of the Minister of Petroleum and Minerals in Oman. Since leaving Oman in 1996, Dr. Franssen has been working as an energy consultant in the Washington, D.C. area. He is also a Senior Fellow at CSIS, an Adjunct Scholar of the Middle East Institute, a Visiting Fellow of CGES (Yamani Centre), and serves on the Advisory Board of several energy companies and the Editorial Board of energy publications in US, Europe, and Canada.
