Dr. Herman Franssen joins FACTS Global Energy (FGE) as a Distinguished Associate
FACTS Global Energy is pleased to announce that Dr. Herman Franssen has joined FGE as a Distinguished Associate and Representative in Washington D.C., providing energy policy analysis and advice on US energy policy issues within a global context.
He brings extensive and high profile energy policy expertise to the breadth of FGE services. FGE, headquartered in Singapore, is a leading provider of oil and gas analysis with focus on Asia, the Middle East, and the Atlantic Basin with regional offices in Hawaii and London (Energy Market Consultants), and representative offices also in Beijing and Houston.
Dr. Franssen's early experience in energy policy making and implementation in the United States culminated in an appointment as Director of the Office of International Market Analysis of the US Department of Energy. This was followed by five years as Chief Economist of the International Energy Agency (IEA) and ten years as the Senior Economic Advisor of the Minister of Petroleum and Minerals in Oman.
In the early years, working for the energy committees of the US Congress, Dr. Franssen dealt with similar sustainability and security issues that US energy policy makers are currently facing. As Chief Economist of the IEA, Dr. Franssen was responsible for the first major World Energy Outlook issued in the mid-1980s.
As the Senior Economic Advisor of the Minister of Petroleum and Minerals of Oman, Dr. Franssen had a leading role in establishing IPEC; a group of thirteen Independent Petroleum Exporting Countries and States, which formed the beginning of OPEC - Non-OPEC cooperation. He worked with the Minister of Oman and senior management of the Oman Oil Company on major regional projects such as the CPC pipeline and the Oman-India subsea pipeline.
Since leaving Oman in 1996, Dr. Franssen has been working as an energy consultant in the Washington, D.C. area. He also became a Senior Fellow at CSIS; a well-known Washington, D.C. think tank, accepted positions as Adjunct Scholar of the Middle East Institute in Washington, D.C., and as a Visiting Fellow of CGES (Yamani Centre) in London. Additionally, he serves on the Advisory Board of several energy companies and the Editorial Board of energy publications in the US, Europe, and Canada.
