We are pleased to announce that our latest Annual World Refining Outlook is now available.
The refining business has suffered another turbulent year with 2 mmb/d of actual or pending closures announced and a swathe of asset disposals, which have highlighted the extent to which this downturn is not only shifting the sector's international centre of gravity but also restructuring ownership in the mature markets.
This year's study not only covers our traditional, rigorous assessments of the future operating environment facing refiners, but also tries to make sense of the changing location and ownership patterns, and their impact on regional products balances.
Key issues addressed in this years' report include:
How long is the US likely to remain a major products exporter;
Are we near the end of European capacity closures or are there more to come;
How will the delays to new Middle East plants affect the pressure on products trade flows;
How long is Latin Americas shortfall likely to help keep US refiners afloat;
Will China emerge as a significant products exporter;
What is the likely impact of the unexpected growth in US shale liquids.
This years' report extends the forecast period for individual years through 2020 and projects oil demand, refining capacity, runs and output for 12 regions as well as products prices and margins.

The rapidly-expanding refining industry means China will likely be a net exporter of selected refined products over the long run but its overall oil imports are huge and increasing quickly. China is facing new challenges today in the oil sector. It is running into issues of overcapacity of manufacturing industries, including perhaps the refining sector. There are many fascinating questions on China's future oil market development:
How will China prevent domestic oil production from declining by 2030?
How will China deal with the massive refining buildup in the short term and over the long run?
Where will China secure supplies for its growing appetite for crude oil: Middle East, Africa, South America, Central Asia, etc.?
Will the oil price regime remain sustained?
Will higher oil prices dampen the growth of petroleum product demand?
How will the huge uncertainties of China’s future oil demand affect the oil business?
What are China’s impacts on the regional and global oil demand, refining business, and oil trade?
Which regions and provinces have the highest growth in oil demand and largest oil import requirements?
These questions will be addressed in greater detail in the study.

Middle East oil production continues to dominate the global oil market, but the impact on US oil production will create material change in the market. Already oil and condensate production associated with the shale gas revolution is almost two million barrels per day. This has had profound effects on the US market, and like ripples on a pond, the impact is spreading. Product supply patterns in the Atlantic Basin are changing and increasingly it is having an impact on oil supply arrangements. As oil production continues to rise, and shale gas related produc-tion occurs elsewhere in the world, OPEC production will be squeezed. What will be the impact on global trade and geopolitics as the US is increasingly delinked from ME supply? Simultaneously, Iraqi production and NGL pro-duction is rising. The portion supplied by traditional OPEC supply is shrinking. How will this play out? What will be the consequences if the “call” on Saudi falls? Concurrent with the changes in the oil market will be the conse-quence of the massive refinery investment programs of ME producers. Saudi Arabia, Kuwait, and the UAE will all commission world-scale refineries in their home countries plus have joint venture positions in Asian-based refin-eries. The impact on the supply of heavy oil into the market and change in refined product marketing arrange-ments will be pronounced.

6th Annual Middle East Gas Insiders Briefing (MGI)
Date: TBC, 2013
Venue: TBC
The Middle East region has always been a major player in supplying the global market with hydrocarbons. It is now becoming increasingly important on the demand side of the equation. The Middle East Gas Insiders (MGI) Briefing presented by FGE is a forum for gas executives to assess the options for building successful strategies for investment in downstream natural gas and power markets, pipelines, and LNG within the region.
The past few years have witnessed fundamental changes in the Middle East and North African gas markets. The region has always been a major player in supplying the global market with hydrocarbons. It is now becoming increasingly important on the demand side of the equation due to a significant rise in oil revenues, continuing subsidies, increased spending power, and large infrastructural investments. These dynamics have led to gas shortages in almost every major market. The gas supply balance is changing as exports may decrease and imports may increase.
It will examine key developments in new and existing markets for natural gas in the Middle East; evaluate technological and commercial issues in the upstream gas sector, discuss the outlook for gas imports as well as exports in the region, and analyze trends in LNG pricing.

6th China Petroleum & Gas Insiders Briefing (CPGI 2013)
Date: June 13-14, 2013
Venue: The Raffles Hotel, Singapore
After registering the weakest growth last year since the mid-2000s, China's oil demand is poised to grow faster again in 2013. In Asia, China is still the leader in regional oil demand growth. As the second largest oil-consuming country in the world, China's petroleum product demand (including direct use of crude oil) is expected to reach 10.5 mmb/d in 2013. Can China sustain the growth of oil demand though 2015 and beyond? China's crude imports averaged 5.4 mmb/d in 2012 and are likely to hit some 6 mmb/d in 2013. Against the backdrop of rising demand for crude oil, how soon will China surpas the US in becoming the largest crude oil importer in the world?
The China Petroleum and Gas briefing (CPGI) provides extensive coverage of China’s oil and gas markets dynamics in the Asia Pacific regional and global contexts with a special emphasis on downstream refining, the future outlook of oil demand, supply, and trade, natural gas sector developments, LNG imports, and other key oil and gas issues in China.
CPGI will be highly relevant for all senior management, business developers, traders and analysts, corporate/strategic planners, investment bank project managers and executives responsible for China markets.
Key features:
What's Hot in the Global/Asia Pacific Oil Business
Key Issues in China's Oil Market in the Global Context
Crude Oil Imports and SPRs
The Downstream Refining Sector and Fate of "Teapot" Refineries
A long-running annual briefing, trusted by senior management and corporate planners responsible for business development and strategic direction seeking an insightful vision of the Asia Pacific downstream market.
The Asia Pacific region is still key to the global downstream industry. While it was not immune to the global financial crisis in 2009, the region still provides select opportunities for growth. The future of the industry with market deregulation, liberalization, globalization, expansion, downsizing, and integration, in the face of financial crisis, investment downturn, volatile prices, and lower refining margins create not only challenges but opportunities for those with keen insights and vision.
The Pacific Petroleum Insiders (PPI) briefing has in the last 22 years, become the most authoritative assessment of the downstream oil market in the Asia Pacific. In addition to providing analysis of key industry developments on an annual basis, it has also given Insiders rare insights into the Decision Makers, who attend this event on a yearly basis and use many of the key indicators examined to structure and re-align their operations, business models, and strategies. Combined with the technical and market knowledge of the faculty, PPI will provide an insightful approach to decision making on competitive and strategic levels, in addition to updates and new data on the global energy scene.

Internship & Training
Over the years, FGE has developed a reputation as the leading oil and gas industry analyst, focusing on both Global and East of Suez oil and gas markets. This program provides an opportunity for a small, select group of individuals to join FGE for an extended time period to work with the methodologies and tools FGE uses to analyze these markets.
While the program is directed by FGE, a substantial portion of the work will be done on an individual basis, and thus it is very important that participants are self-motivated and willing to work on their own. The participants and their supervisors should have clear objectives in mind as to what they want to accomplish during the training period.
Objectives
The program has three primary goals:
Participants will become fully familiarized with the analytical techniques used to develop the information presented in the FGE Oil and Gas Databooks;
Participants will gain a deeper understanding about the most pressing issues facing the East of Suez oil and gas markets; and
Participants will learn to analyze topics independently using the best data available. They will also develop the ability to make judgments about the effectiveness of alternative analytical approaches.
Outline of the Program
The choices of programs typically vary in length from three to nine months (however, the duration of training may be adjusted to the client's needs) and location will be dependent on specialization of training undertaken.
The program is organized around the FGE Databooks and other research reports. Each week participants will meet with senior staff members who will share their expertise in a particular area of the Databooks. Together they will develop a supervised work-study program tailored to the needs of individual participants. This could include readings, computer applications, case studies, etc. The participants will also meet with Dr. Fereidun Fesharaki, schedule permitting, for a discussion of pertinent issues. All materials will be provided by FGE, including tailor-made computer models. Dr. Kang Wu, Senior Advisor, will serve as coordinator of the program. Selected senior staff members will also participate, and Dr. Fereidun Fesharaki will oversee the program.
Costs and Other Information
This program is not intended to be a revenue generator for FGE. Its primary purpose is to familiarize participants with FGE products and tools, especially the Databooks. FGE staff will work with participants on an individual level, and thus the group size must be kept small, that is, ideally two participants per retainer client at a time (though larger groups may be accommodated). The ideal participant is a mid-level analyst or manager with at least three years of experience. Priority will be given to FGE official contact person(s) and/or persons who work for or with them in the retainer client office. Participants should be comfortable doing some computer work that is quantitative in nature. The fees are intended to cover primarily administrative and program development costs and participants will not be billed for time spent with FGE staff. Please note that while FGE is happy to help make arrangements for housing and other needs, all living expenses and incidentals (including telephone calls, faxes, etc.) will be at the participants’ expense.
Application Process
There are a large number of applicants to this program, and unfortunately, because FGE can only accommodate a limited number of participants, admission cannot be guaranteed. We ask that applicants be nominated by their supervisor through an official FGE contact person. Supervisors should send a letter outlining their expectations and applicants should send a CV describing their background and qualifications. FGE will review each application and inform the individual as to whether he or she is admitted into the program.
Past Participants
Past participants in this program include: Saudi Aramco, Kuwait Petroleum Corporation, LG-Caltex, SK Corporation, Korea National Oil Company, Showa Shell, Idemitsu, Petronas, Pertamina, Cosmo Oil, Cosmo Research Institute, Petroleum Authority of Thailand, National Iranian Oil Company, Indian Oil Corporation, and SINOPEC.
In-House Training
FGE has in the past run numerous in-house training programs for clients ranging from one day to a few days, depending on the needs of the client. In-house training programs are sometimes preferred as it gives training exposure to as many employees as the client deems necessary. The client will provide all the necessary materials and space for the program.
